Fiscal Impact/Change to Net County Cost: No change. Funding is 100% State General Fund allocation. Funds are included in the Department’s FY 2010-2011 Budget and will be included in the FY 2011-2012, FY 2012-2013 and FY 2013-2014 Budget Requests.

Compensation for Services: Payments to contractor are made within 45 days following the County’s receipt and approval of itemized invoices. Billing rate is $2,396 per month per participant, pro-rated for partial months. Billing rates shall not exceed the cap rate established by the California Department of Social Services, which is 70% of the average group home rate.

Termination: Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause in seven (7) calendar days upon written notice.

Background: Transitional Housing Program-Plus (THP-Plus) is a State program created in 2001 to provide affordable housing and supportive services to homeless former foster youth to assist them in their continuing transition to independence.
