Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 364-S1111 with New Morning Youth and Family Services, Inc. in the amount of $80,000 for the term February 1, 2011 through June 30, 2011 to provide personnel and facilities to conduct the Early Intervention Program for Youth on the Western Slope.
FUNDING: State Mental Health Services Act (MHSA), Prevention and Early Intervention (PEI) component.

Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $80,000. There is no Net County Cost associated with this Agreement. Funding for this Agreement is included in the department’s FY 2010/11 budget.
Compensation for Services: Payments will be made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 5 of the contract.
Contract Termination: This Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.
Reason for Recommendation: One of the programs identified in the County’s approved Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) Plan is an Early Intervention Program for Youth. The goals of the program are to use early identification and prevention strategies to strengthen youth, families, and the community, to reduce the risk of destructive behaviors such as suicide and aggression, and to mitigate the potential need for a higher and more expensive level of mental health services.
