Title: Chief Administrative Office informing the Board that the six grants which were submitted to the off Highway Motor Vehicle Recreation Division for improvements to the Rubicon Trail have been approved and are in the intent to award phase and recommending that the Board: 1) Approve the maintenance activities identified herein; 2) Authorize the Department of Transportation to prepare the stage for work now in anticipation of the final grant award in July; 3) Authorize the Chief Administrative Officer to use SMUD funds as a match for the grants which have been included in the FY11/12 budget; and, 4) Authorize the Chief Administrative Officer to sign and execute the grant agreements and any amendments as needed.

Fiscal Impact/Change to Net County Cost: Funding included in the FY11/12 Budget.
 
Background:
On April 23, 2009 the County of El Dorado (County) and the Eldorado National Forest received a Cleanup and Abatement Order (CAO) from the Central Valley Regional Water Quality Control Board which requires a great deal of maintenance work on the Rubicon Trail.  The County has since complied with the order and worked diligently with the Forest Service and the user groups to meet the conditions of the order.
 
The following grants are in the "intent to award" phase and the Department anticipates a final award on July 8, 2011.  With the approval of the grants the County will have the ability to address maintenance issue on the trail.  In anticipation of the grant award and the short construction season, the Department is requesting authorization for the Chief Administrative Office to sign and execute the grant agreements.  The Department is tentatively scheduling work to begin on July 11, 2011 through October 1, 2011.
 
Each grant is briefly explained below, see Attachment A for Grant funding details.
 
Ground Ops-Wentworth Springs Rd near Airport Flat Campground Trail Maintenance
This grant will install BMP's (Best Management Practices) on the county maintained portion of Wentworth Springs Road at Airport Flat Campground to Gerle Creek. GO-Wentworth Spgs Rd near Airport Flat Cpgrd Trail Maint.
 
Ground Ops-Seasonal Drainage Crossing
This will replace the FOTR bridge with a three sided steel arch to cross an intermittent seasonal drainage crossing.
 
Ground Ops-Annual Maintenance & Operations
This grant will cleanout, repair and evaluate the BMP's that were installed  in 2010.  
 
Ground Ops-Phase I-2011
This grant will complete Phase I which was started in 2010.  Phase I installed BMP's from Loon Lake and Wentworth Springs Campground to Little Sluice.  Last year work was completed to the top of Walker Hill.  This grant will go from the top of Walker Hill to Little Sluice.
 
Acquisition
This grant will pay for staff time and reports for the easement on the Rubicon Trail which crosses private property and Forest Service land.
 
Education
This grant will fund the bandana campaign in 2011 and 2012.
 
Reason for Recommendation:
This item is intended to inform the Board of the intent to award and the amount of matching funds required and to authorize the Chief Administrative Officer to sign the agreements when received.  With the short season the Department will need to begin work as soon as possible.  
 
Action to be taken following Board approval:
1) Work crews will begin July 11, 2011
2) CAO will sign agreements when received.
