Background:
The California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects. The Department of Transportation (DOT) is in need of assistance with such analyses to support projects included in the County's five-year Capital Improvement Program (CIP).

In late 2007, the County’s Procurement and Contracts Office released a Request for Qualifications (RFQ) for DOT for a variety of transportation related disciplines. Based upon the results of the RFQ, North State Resources, Inc. was determined to be exceptionally qualified to provide the environmental support services needed by DOT. North State has a substantial amount of experience assisting rural counties with environmental review of transportation projects and with the California Department of Transportation’s project development process.

On June 3, 2008, the Board approved Agreement #08-1683 with North State Resources, Inc. for on-call environmental review services in support of CIP projects and other DOT projects. On May 11, 2010, the Board approved Amendment I to Agreement #08-1683 with North State...
