Title: Department of Transportation recommending the Board: 1) Make findings pursuant to Article II, Section 201b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant the addition of permanent staff; and 2) Authorize the Chair to sign Agreement for Services AGMT #11-53160 with North State Resources, Inc. in an amount not to exceed $240,000 for a three year term to provide on-call environmental review services in support of Capital Improvement Program Projects and generally in support of the Department. Fiscal Impact/Change to Net County Cost: The funding source will vary depending upon which Capital Improvement Program (CIP) project is supported by the services of this Agreement. In general, the CIP is funded from the 2004 General Plan Traffic Impact Mitigation Fees and State and Federal grants funds. There is no cost to the County General Fund associated with this agenda item.

There is no change to Net County Cost associated with this item.

Reason for Recommendation:
The California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects.
