Community Development Agency, Transportation Division (Transportation), recommending the Board consider the following:

1) Approve and authorize the Chair to sign the Notice of Acceptance with Rapid Construction, Inc., for the CSA 5 Erosion Control Project (Project), CIP 95157, Agreement PW 16-31118, P&C 083-C1799; and

2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from the Community Development Agency, Transportation Division, after the one-year guarantee period.

 

DISCUSSION / BACKGROUND

The contract for the Project was approved by the Board on August 16, 2016 (Item 16).  Construction was substantially completed on October 21, 2016.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period and return of retention monies.  Recordation of the Notice of Acceptance will also start the one-year guarantee period for releasing the Payment and Performance Bonds to the Surety.

This Project's only contract change order provided for the construction of a modified road shoulder using large aggregate.  Field changes were also authorized that increased contract item quantities (and contract item total cost) for items such as hot mix asphalt, rock slope protection, and ditch excavation.

 

The costs listed are estimates.  Transportation will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed Transportation’s allocated authority will be brought back for the Board for review and approval in a subsequent agenda item.

FINANCIAL IMPACT

There is no Net County Cost associated with this item.  The anticipated direct construction cost is less than the direct construction budget established by the Board.   The Project is included in the adopted 2016 Interim Capital Improvement Program.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk to obtain the Board Chair's signature on the Notice of Acceptance.

2) The Clerk will send the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to Transportation - Tahoe Engineering Unit, attention Patty Scott.

3) One year after the recordation of the Notice of Acceptance, Transportation will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Bonds.
