Department of Transportation recommends that the Planning Commission:
1) Approve the Finding of Consistency of the 2023 Annual Capital Improvement Program with the General Plan; and
2) Approve the Finding of Consistency of one additional project, Latrobe Road Widening - Investment Boulevard to Golden Foothill Parkway South/Clubview Drive, CIP 36105055, to be included in the Annual Capital Improvement Program (CIP).

DISCUSSION / BACKGROUND
On March 7, 2023, the Board authorized additions and changes to the Capital Improvement Program (CIP), Legistar 23-0055, Item 36, for 2023. The Board has chosen to approve the final 2023 CIP in June 2023.
A CIP is a planning document that identifies capital improvement projects (e.g., roads, bridges, etc.) a local government or public agency intends to build over a certain time horizon (usually between 5 and 20 years). CIPs typically provide key information for each project, including a general scope, schedule (includes planning, design, and construction), cost and revenue sources. The County’s CIP provides a means for the Board to define capital improvement project and funding priorities over a 20-Year horizon.
In order to maintain the integrity of its roadway network, the County is required to develop and maintain a 10- and 20-Year CIP pursuant to General Plan Policy TC-Xb and Implementation Measure TC-A.
Attachment A provides a detailed discussion on the Findings of Consistency of the 2023 Annual CIP Update with the General Plan. Staff is requesting the Planning Commission approve Findings of Consistency of the 2023 Annual CIP with the General Plan, including the new project, and changes to the projects as noted in Attachment C.
A prior version of this agenda item included a recommendation to add Project #36105055 - Latrobe Road Widening - Investment Boulevard to Golden Foothill Parkway South/Clubview Drive into the 2023 CIP. Variations of CIP Project 36105055 have been included in the CIP since the 2004 General Plan adoption. During the most recent major update to the TIF Program (formerly the TIM Fee Program) in 2020, the Board of Supervisors adopted lower growth rates for use in traffic volume projections and modeling. The use of the lower growth rates resulted in this section of Latrobe Road operating at an acceptable level of service in the County’s Travel Demand Model without being widened throughout the 20-year horizon of the TIF Program. This resulted in the Latrobe Road Widening Project being dropped from the CIP. The 2020 major update did not determine that the project would never be needed; it merely showed that it wouldn’t be needed prior to 2040. However, as a result of potential significant development/growth in the El Dorado Hills Business Park and adjacent areas that exceeds the assumed growth rates, DOT is moving forward with a deficiency analysis of Latrobe Road between Golden Foothill Parkway/Clubview Drive and Investment Boulevard. Due to significant feedback and input from the public, DOT has decided not to include CIP Project 36105055 - Latrobe Road Widening - Investment Boulevard to Golden Foothill Parkway South/Clubview Drive in the 2023 CIP Book that will be reviewed by the Planning Commission for consistency with the General Plan on April 13, 2023. Instead, DOT will bring a separate item to the Board of Supervisors later this spring/summer to present findings from the deficiency analysis, and to provide a recommendation to the Board on whether or not to add CIP Project 36105055 into the CIP and TIF Programs based on the findings of the deficiency analysis.
