Department of Transportation recommending the Board approve the following to accept funding from the El Dorado County Transportation Commission, for the Missouri Flat Road Trail Connection Project as part of the El Dorado Trail Missouri Flat Road Bike/Pedestrian Overcrossing Project, Capital Improvement Program project number 97015/36109002:
1) Adopt and authorize the Chair to sign Resolution 132-2021 accepting $37,000 in Transportation Development Act Local Transportation Funds;
2) Adopt and authorize the Chair to sign Resolution 133-2021 accepting $356,000 in Urban Surface Transportation Block Grant Program Funds; and
3) Authorize the Chair to sign the budget transfer to add these funds to the Department of Transportation's Fiscal Year 2021-22 budget. (4/5 vote required)
FUNDING: Transportation Development Act Local Transportation Funds (9%) and Urban Surface Transportation Block Grant Program Funds (91%). (Federal and Local funds)

DISCUSSION / BACKGROUND
On August 11, 2021, Department of Transportation (Transportation) submitted a request to El Dorado County Transportation Commission (EDCTC) to program $37,000 in Transportation Development Act Local Transportation Funds (TDA LTF) and $365,000 in Urban Surface Transportation Block Grant Program Funds (STBGP). These funds will be used to construct a permanent trail access to the El Dorado Trail at Missouri Flat Road to the Town of El Dorado (Trail) section. During the construction of the Trail, utility conflicts existed along Missouri Flat Road that prevented the desired permanent trail connection. A temporary trail connection was constructed under a design exception to meet the scheduled grant closeout requirements. Since that time, the utility companies have relocated their facilities that were in conflict during the previous Trail construction project. This new Missouri Flat Road Trail Connection Project (Project) includes the removal of approximately 150 feet of the temporary trail access, grading, paving, and construction of a small retaining wall for a new trail connection to the Missouri Flat Road sidewalk without design exceptions.
On September 2, 2021, EDCTC approved Resolution 21/22.07 for $37,000 in TDA LTF funds for this Project. Resolution 21/22.06 was also approved for $356,000 of STBGP funds. EDCTC requires Resolutions adopted by the County to authorize Transportation to claim these funds. Following Board approval, Transportation will submit claims for the funding to EDCTC.

If the Board does not accept the funding, the Project cannot be completed.

FINANCIAL IMPACT
Funding for the Project will be provided by a combination of Transportation Development Act Local Transportation Funds and Urban Surface Transportation Block Grant Program Funds. These funds will be added to the El Dorado Trail Missouri Flat Road Bike/Pedestrian Overcrossing Project in the next update of the Capital Improvement Program. The proposed action results in no change to net County cost.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board will obtain the Chair's signature on both Resolutions.
2) Clerk of the Board will forward one (1) copy of each Resolution to Department of Transportation, Fairlane Engineering, attention Matt Smeltzer.
3) Clerk of the Board will obtain the Chair's signature on the budget transfer and forward to the Auditor's office for processing.
