DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), is recommending the Board adopt this Resolution in order to streamline the Subdivision Improvements Agreement Amendment (Amendment) process. Once an Amendment is prepared by Transportation and approved by the Transportation Director, it will be delivered to the Board Clerk to obtain the Chair’s signature.
DISCUSSION / BACKGROUND
It had been Transportation’s practice before 2016 to bring to the Board a separate agenda item each time a developer requested a one-year extension. To improve efficiency and reduce staff time associated with multiple agenda items, Transportation now prepares a single agenda item that consolidates all Amendments that may come before the Board in a calendar year, should project improvements not be completed.
The sole purpose of these Amendments is to extend the performance period needed to complete the project improvements such as placing final roadway paving, completion of curb, gutter, sidewalk or driveways and/or final pad grading, installation of individual retaining walls or drainage facilities. In addition, utility connections or facility work may need to be completed. Other items that make more extensive changes to the Agreements will still be brought to the Board as individual agenda items.
The one-year performance period extensions will not impact the original bonds or change the conditions of approval.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
The requested Board action reduces County staff time/cost associated with preparing and approving individual staff reports, and eliminates the need for the Board to act on each separate item. The requested Board action has no direct fiscal impact or Net County Cost, but increases efficiencies.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair’s signature on two (2) originals of the Resolution.
