DISCUSSION / BACKGROUND
This informational workshop for the Board of Supervisors is being hosted by the Planning and Building Department, Planning Division, Long Range Planning (LRP) Unit. The purpose of this workshop is to solicit input and direction from the Board and comments from the public on draft amendments to Chapter 130.36 of the County Zoning Ordinance (Signs) and draft sign standards for the Cameron Park Community Region (Cameron Park Sign Standards). No formal action will be taken.
On February 22, 2024 (Legistar file 24-0265), staff held a public workshop with the Planning Commission to solicit feedback on several targeted amendments to the Zoning Ordinance, including the above amendments to Chapter 130.36 (Signs), Chapter 139.39 (Oak Resources Conservation) and Section 130.40.130 (Communications Facilities). At the workshop, staff also requested Planning Commission feedback on the draft Cameron Park Sign Standards. The current drafts of Chapter 130.36 and the Cameron Park Sign Standards have incorporated all relevant feedback.
To expedite the Zoning Ordinance amendments, the Board directed staff to move each of the above components forward for adoption separately as each component is completed. For details, please refer to the Board’s Long Range Planning Work Plan for Fiscal Year 2024-25 (Legistar file 24-1332). The amendments to Section 130.40.130 (Communications Facilities) were recently approved by the Board on December 3, 2024 (Legistar file 24-1962). Staff anticipates all remaining components, including the items for today’s workshop, to be completed in Spring or Summer 2025.
The draft amendments to Chapter 130.36 (Signs) and the draft Cameron Park Sign Standards are included as Attachments B and C.
After today’s public workshop, staff will review all feedback received and incorporate it into the draft amendments as appropriate. Following completion of the environmental review as required under the California Environmental Quality Act (CEQA), staff plans to return to the Planning Commission in May 2025 and to the Board in June or July 2025 for final adoption of the amendments.

PRIOR BOARD ACTION
On March 17, 2020 (Legistar file 20-0326), the Board approved and endorsed the Planning and Building Department, LRP, Project Prioritization Matrix for Fiscal Year 2020-21, which included updating various sections of the Zoning Ordinance and creation of the Cameron Park Sign Standards. The components included in this effort include updates to Chapter 130.36 (Signs) and the Cameron Park Sign Standards. This Zoning Ordinance Update effort has been included in subsequent LRP Work Plans and endorsed by the Board at the following meetings: April 13, 2021 (Legistar file 21-0502); June 28, 2022 (Legistar file 22-1101); June 13, 2023 (Legistar file 23-1059), and July 30, 2024 (Legistar file 24-1332).
On December 7, 2021 (Legistar file 21-1753), the Board approved Agreement 5857 with Dudek Consulting to assist the County with the required amendments to Title 130 (Zoning Ordinance) and creation of the Cameron Park Sign Standards, with a not-to-exceed amount of $102,545, and a term of three (3) years.
On November 5, 2024 (Legistar file 24-1521), the Board approved a one-year time extension to Agreement 5857 with Dudek, with no changes to the scope of work or not-to-exceed amount.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. Funding for the Zoning Ordinance Update project has been included in the Fiscal Year 2024-25 budget. Funding for services beyond FY 2024-25 will be included in subsequent budgets accordingly.
