Health and Human Services Agency, Public Health Division, recommending the Board:
1) Accept funding from the California Department of Public Heath (CDPH) in the amount of $1,158,000 for the provision of Supplemental Nutrition Assistance Program Education allowable nutrition education and obesity prevention activities and interventions for low-income County residents;
2) Approve and authorize the Health and Human Services Agency Director to sign Grant Agreement 16-10168 (County Agreement 078-F1711) with CDPH for the term October 1, 2016 through September 30, 2019;
3) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to Grant Agreement 16-10168, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management; and
4) Authorize the Health and Human Services Agency Director, or designee, to administer said Grant Agreement and execute any subsequent administrative documents relating to said Grant Agreement including required fiscal and programmatic reports.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board accept this funding offered by the California Department of Public Health for the Supplemental Nutrition Assistance Program Education (SNAP-Ed) Get Fresh Program for the period October 1, 2016 through September 30, 2019. The health promotions activities covered by this grant focus on establishing healthy eating habits and a physically active lifestyle, along with primary prevention of diseases specific to a target population of County residents who are eligible for the SNAP-Ed program.
DISCUSSION / BACKGROUND:
For over 50 years, the Supplemental Nutrition Assistance Program (SNAP) has served as the foundation of America’s safety net. SNAP is the nation’s first line of defense against hunger and provides a powerful tool to improve nutrition among low-income people. SNAP is effective in its mission to mitigate the effects of poverty on food insecurity.
The Supplemental Nutrition Assistance Program Education (SNAP-Ed) is an intervention program designed to be delivered through educational and promotional activities, multilevel interventions, and community and public health approaches including policy, systems, and environmental change efforts. It also provides nutrition assistance to people with low income.
Educating the eligible SNAP-Ed population to read labels, shop with a list, and compare prices to maximize use of limited resources to better support a healthy diet, is included in the goals of the program. The program also emphasizes healthy physical activity choices to pair with healthier eating habits. Education will emphasize the importance of increasing the consumption of fruits and vegetables and ways to be more physically active. Better food choices and improved physical activity are part of the primary prevention of chronic diseases.
Outreach will be performed through collaboration and coordination with other United States Department of Agriculture - Food and Nutrition Services funded partners (County Welfare Departments, University of California Cooperative Extension, Head Start, Summer Meal, and others) and select non-funded partners (El Dorado County Office of Education, Food Bank of El Dorado County, Healthy Roads for Community Health, etc.).
ALTERNATIVES:
Disapproval of this Grant Agreement will result in the absence of needed education and outreach to eligible SNAP-Ed residents and will continue the cycle of poor food choices and lifestyle thereby affecting the health and well-being of those residents.

It is recommended that the Board approve this item.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations are included in the Fiscal Year 2016-2017 Budget, and will be included in future budgets for the term of the Grant Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) originals of Grant Agreement Number 16-10168, two (2) originals of Exhibit F, and two (2) originals of the Certification (CCC-307).
