Chief Administrative Office, Parks Division, recommending the Board Approve for four (4) Resolutions for the Parks and Water Bond Act of 2018 (Prop 68) Grant Program:
1) Board adopt and authorize the Chair to sign Resolution 095-2019 authorizing the submittal of a grant application to the State of California, Department of Parks and Recreation, for Forebay Community Park, involving site renovation and improvements at the park, the Parks and Water Bond Act of 2018 (Prop 68) Grant Program. This Resolution would be in effect for a period of three (3) years from the effective date of the resolution or until rescinded by the Board;
2) Board adopt and authorize the Chair to sign Resolution 096-2019 authorizing the submittal of a grant application to the State of California, Department of Parks and Recreation, for Old Depot Bike Park, creating a new bike park, to the Parks and Water Bond Act of 2018 (Prop 68) Grant Program. This Resolution would be in effect for a period of three (3) years from the effective date of the resolution or until rescinded by the Board;
3) Board adopt and authorize the Chair to sign Resolution 097-2019 authorizing the submittal of a grant application to the State of California, Department of Parks and Recreation, for Diamond Springs Sports Complex, creating a new sports complex, to the Parks and Water Bond Act of 2018 (Prop 68) Grant Program. This Resolution would be in effect for a period of three (3) years from the effective date of the resolution or until rescinded by the Board; and
4) Board adopt and authorize the Chair to sign Resolution 098-2019 authorizing the submittal of a grant application to the State of California, Department of Parks and Recreation, for the Rail Park, this new park's amenities have not been determined, to the Parks and Water Bond Act of 2018 (Prop 68) Grant Program. This Resolution would be in effect for a period of three (3) years from the effective date of the resolution or until rescinded by the Board.

DISCUSSION / BACKGROUND
California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering a Prop 68 Grant Program (previously Prop 84) and provides funding for the Statewide Park Development and Community Revitalization Program. The intent of the Statewide Park Program (SPP) is to create new parks and new recreation opportunities in critically under served communities in California in accordance with SPP legislation found in Public Resources Code 5640 through 5653.
The Parks Division is looking to submit four applications for the following locations:
Forebay Park - This will be a site renovation and improvements. The community is submitting comments and recommendations for what improvements they would like to see. Such as a playground, BMX track, T-Ball field, replacement of the restroom and parking lot improvements. These have not been finalized.
Old Depot Road Bike Park - This will be a new facility. A BMX track, pump track, playground, picnic area and a restroom is what we are proposing for this site. This has not been finalized.
Diamond Springs Sports Complex - Staff has located property for sale around Charles Brown School that would accommodate a sports complex. This site fits all criteria. Property purchase, design and permits will be included in the application. Four ball fields, 3-4 soccer fields, disc golf, natural area, snack shack, restroom and playground are proposed for this property. This has not been finalized.
Rail Park - It has not been determined what can be put at this location with the current conceptual plan and the Museum's plans for this site. If possible we are considering a playground, workout stations, picnic area and possibly an outdoor structure for exhibits. This has not been finalized.
It is important to note that these are only ideas of the Parks Division and there will be more community meetings to finalize as required by the grant application.
The OGALS grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for grant funds and authorizes the Parks Manager to execute all grant documents, including but not limited to applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. This Resolution will also ensure that the Chief Administrative Office, Parks Division, is able to take advantage of all Grant Program opportunities as they arise. The Parks Division will obtain Board approval for the acceptance of all Grant Programs pursuant to Board Policy A-6.
ALTERNATIVES
Should the Board not approve this item, the Parks Division will not be able to apply for Prop 68 funding to create new parks or new recreation opportunities within the County of El Dorado.

FINANCIAL IMPACT
There is no financial impact associated with this agenda item. No matching contributions are required for the Prop 68 Grant Program. If grants are awarded, staff will come back to the Board for approval and with estimates on operating impacts from the grants.
