Sheriff’s Office recommending the Board consider the following:
1) Approve and authorize the Chair to sign the Application for Land for Recreation or Public Purposes with the United States Department of the Interior, Bureau of Land Management for the Sheriff’s Search and Rescue Unit at 3780 Fort Jim Road, Placerville;
2) Authorize the Purchasing Agent, or designee, to execute the United States Department of the Interior Bureau of Land Management Recreation or Public Purpose Lease when received contingent upon approval by County Counsel and Risk Management. The initial term for the new lease will be sixty (60) months from February 26, 2022 through February 25, 2027; and
3) Authorize the Purchasing Agent, or designee, to execute further documents related to the new lease agreement including future Options to Extend and Amendments contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
Since 1996, the Sheriff’s Office has been operating its Search and Rescue program at the Fort Jim Road property; first through a Facility Use agreement with the El Dorado County Fire Protection District, and starting February 26, 2015 with a Public Purpose Lease with the United States Department of the Interior, Bureau of Land Management (County lease agreement. #375-L1511, BLM lease # CACA4606).
The property has served as both a sworn staff and volunteers' office for the purposes of conducting County business, servicing and maintaining equipment, storing medical supplies, facilitating training classes, holding meetings, and conducting various other Search and Rescue operations.
The signed application and supporting documentation are required by BLM to process the request to renew the lease. At the end of the review process a Public Purpose Lease will then be created for signing. The current agreement expires February 25, 2022.
ALTERNATIVES
The Board could decline the request to continue the use of the Fort Jim site that would impact the Sheriff’s operations for that area of the County.
PRIOR BOARD ACTION
The Board approved the Department of the Interior Bureau of Land Management recreation or Public Purpose Lease on October 11, 2016 and retroactive to February 26, 2021.

FINANCIAL IMPACT
Annual cost to rent the property is $25 per year and the projected five year cost of operations for the building including security is approximately $23,000. This cost will be budgeted in the Sheriff's Office annual operating budgets.
CLERK OF THE BOARD FOLLOW UP ACTIONS
The Clerk of the Board will obtain the Chair’s signature on the United States Department of the Interior Bureau of Land Management Application for Land for Recreation or Public Purposes and forward one original to the Facilities Division for Processing.
