DEPARTMENT RECOMMENDATION
Community Development Services (CDS), Department of Transportation, recommending the Board approve and authorize the Chair to sign a Memorandum of Understanding (MOU) with the Capital Southeast Connector (Connector) Joint Powers Authority (JPA), in the amount of $225,000 for the preparation of final design documents for Segment E1 of the Connector Project, with a term to begin upon execution by the Chair and terminating on January 1, 2019.
BACKGROUND
In January 2016, the Connector JPA Board of Directors approved a combined environmental document (Mitigated Negative Declaration) for the Connector’s D3 and E1 Segments, and directed JPA staff to finalize the alignment and initiate steps toward a final design process. Since funding for final design of El Dorado County’s Segment E1 is not available using Sacramento County Measure A Sales Tax revenue, it is necessary to use sources available to El Dorado County. County Board of Supervisors (Board) approval of the proposed MOU would provide the JPA with funding required to advance the design of one of the Segments, Segment E1 that will be built in El Dorado County.
On April 26, 2016 (Item 1), the Board tentatively supported including $225,000 in Fiscal Year (FY) 2016-17 to fund the final design of the Connector E1 Segment.
