RECOMMENDED ACTION: Waive reading, read by title only and adopt Ordinance 4764.

Supervisor Baumann requests Board direct county counsel to draft language amending the appropriate Chapter and Title of the El Dorado County Code to provide standards regarding the care of vacant properties and to establish appropriate administrative penalties for owners who do not bring their property into conformance with the defined standards.
The downturn in the real estate market has resulted in an increasing number of vacant buildings. Vacant buildings that are not maintained are at risk of becoming attractive nuisances and/or result in blight to the surrounding community and a threat to public safety. Conditions of blight include overgrown vegetation, vandalism, and the potential to harbor pests and rodents. Vacant buildings have the potential to affect the value of surrounding properties and the economic development efforts of the County.
Sacramento County, and the Cities of Sacramento, Elk Grove and Rancho Cordova have recently approved similar ordinances.
