There is no Net County Cost associated with this funding Agreement.  Health and Human Services Agency ("HHSA") included the appropriate amount of funds in its Fiscal Year ("FY") 2013-14 Budget and will incorporate the appropriate amount of funds in its FY 2014-15 and FY 2015-16 County Budget Requests as soon as the funding for each of those fiscal years is determined and released by the California Department of Public Health ("CDPH"), Center for Infectious Diseases, Office of AIDS ("OA"), Surveillance, Research and Evaluation Branch.
Background
Each year, the State of California Office of AIDS announces the availability of funding to California counties to continue efforts to prevent the spread of Human Immunodeficiency Virus or Acquired Immunodeficiency Syndrome ("HIV/AIDS") through testing, counseling, and tracking of the disease.  HIV/AIDS Surveillance Program activities focus on four goals:
1.  Establish and enhance active and passive HIV/AIDS case surveillance in health and social service settings, including laboratories and confidential test sites.  Improve the timeliness, accuracy, and reliability of the local HIV/AIDS case data.  Investigate reported HIV/AIDS cases in order to establish an accurate mode of HIV transmission, and in conjunction with OA staff, conduct investigations of cases of public health importance;
2.  Comply with California and federal laws that protect the rights of individuals infected with HIV/AIDS by assuring that identifying information is safeguarded both in original case reports and in disseminated data;
3.  In collaboration with OA, plan, conduct, and disseminate studies of HIV/AIDS morbidity and mortality; and
4.  Monitor the timeliness and completeness of HIV/AIDS name-based case reporting and direct HIV/AIDS case finding activities to ensure optimal use of surveillance resources.
Reason for Recommendation
The Health and Human Services Agency recommends approval of No. 108-F1411 (CDPH Grant Contract Number 13-20125) to ensure the continuing provision of HIV/AIDS case surveillance services through the County Communicable Disease Program for the term of July 1, 2013 through June 30, 2016.
Action(s) to be taken following Board approval
1.      Chair to sign the following number of originals of each of the following documents:  
a.      Standard Agreement 13-20125 (4);
b.      Contractor Certification (2);
c.      Darfur Contracting Act Certification (2); and
d.      Certification Regarding Lobbying (2).
2.      Board Clerk's Office to return one certified Minute Order for this Board Item and all signed documents to HHSA Contracts Unit, at 3057 Briw Road, Suite A;
3.      HHSA to submit the originally signed documents to the California Department of Public Health, Office of AIDS; and
4.      HHSA to submit one (1) fully executed original Agreement to the Board Clerk's Office upon receipt from CDPH.
