DEPARTMENT RECOMMENDATION
The Board is being asked to approve and authorize the Chair to sign Amendment V to Agreement for Services 228-F1111 with the El Dorado County Fire Safe Council, providing $63,996 in Title III funding for fire prevention and planning services as described in Title III of Public Law 110-343, and extending the term to June 30, 2017, pending Counsel and Risk approval and minor revisions.

On July 15, 2014 the Board directed that all current and future Title III funds available for local Firewise activities and/or search and rescue be evenly split between the El Dorado County Fire Safe Council and the El Dorado County Sheriff Department. Amendment V authorizes $63,996 to be disbursed from the Title III fund balance for FY 2015-16, and the Chief Administrative Officer to make necessary amendments solely for the purpose of incorporating additional funding approved by the Board.

DISCUSSION / BACKGROUND
The Secure Rural Schools and Community Self Determination Act of 2000 (Act), was enacted by Congress to stabilize funding to counties for road maintenance and public schools in recognition of the decline of revenues from timber sales on federal lands. The Act was effective through the end of 2006; however Congress granted a one-year extension which provided funding in 2007.
