DEPARTMENT RECOMMENDATION
Community Development Services (CDS), Department of Transportation, recommending the Board approve and authorize the Chair to sign a Memorandum of Understanding (MOU) with the Capital Southeast Connector (Connector) Joint Powers Authority (JPA), in the amount of $225,000 for the preparation of final design documents for Segment E1 of the Connector Project, with a term to begin upon execution by the Chair and terminating on January 1, 2019.
BACKGROUND
In January 2016, the Connector JPA Board of Directors approved a combined environmental document (Mitigated Negative Declaration) for the Connector’s D3 and E1 Segments, and directed JPA staff to finalize the alignment and initiate steps toward a final design process. Since funding for final design of El Dorado County’s Segment E1 is not available using Sacramento County Measure A Sales Tax revenue, it is necessary to use sources available to El Dorado County. County Board of Supervisors (Board) approval of the proposed MOU would provide the JPA with funding required to advance the design of one of the Segments, Segment E1 that will be built in El Dorado County.
On April 26, 2016 (Item 1), the Board tentatively supported including $225,000 in Fiscal Year (FY) 2016-17 to fund the final design of the Connector E1 Segment.
On May 17, 2016 (Item 44), the Board heard a presentation from the Connector JPA staff on progress being made on the Connector Project, specifically Segments D3 and E1 - Prairie City Road to Latrobe Road. Some of the expressed benefits of constructing these two Segments together included:
• Closes the “gap” and provides a continuous four-lane road between Sacramento County and El Dorado County for over seven miles.
• Improves safety by reconstructing “hairpin” curves and improving vertical sight distance.
• Provides a continuous and safe bike and pedestrian facility along White Rock Road.
Connector JPA staff also provided the Board with estimated costs for final design and construction of Segment E1. At the conclusion of the presentation, the Board reaffirmed the Board's intent to fund Segment E-1 through the design phase.
On September 27, 2016 (Item 22), the Board adopted the final FY 2016-17 budget, which included the $225,000 necessary to support this MOU. Since funds were not expended during FY 2016-17, funding will be re-budgeted in FY 2017-18 and FY 2018-19.
ALTERNATIVES
The Board could choose to not approve the MOU. The County would lose the benefit of a continuous design from Sacramento County and design costs would likely increase.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. The funding was initially approved by the Board when adopting the FY 2016-17 budget; however, was not used during that budget year. Funds have been included in the Addenda recommendation for the FY 2017-18 budget. If approved, a total of $150,000 will be included in FY 2017-18 (covering the FY 2016-17 and FY 2017-18 contribution amounts). The balance of funding will be incorporated in the FY 2018-19 Budget.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain County Counsel’s signature on the three (3) original copies of the MOU.
2) The Clerk of the Board will then obtain the Chair’s signature on the three (3) original copies of the MOU.
2) The Clerk of the Board will forward two (2) executed original copies of the MOU to CDS Administration and Finance Division, Contracts & Procurement Unit, for further processing.
