Community Development Services, Department of Transportation, recommending the Board:
1) Make findings in accordance with Section 3.13.030 of the County Ordinance that it is more economical and feasible to engage an independent contractor for on-call structural design support services; and
2) Approve and authorize the Chair to sign Agreement for Services 3392 with Drake Haglan & Associates, Inc. to provide on-call structural engineering services in the not-to-exceed amount of $950,000 for a period beginning upon execution and expiring three years thereafter.
FUNDING: Various funding sources as detailed in the Department of Transportation’s Capital Improvement Program, including federal, state, and local funding.

DISCUSSION / BACKGROUND
In July 2018, at the request of Department of Transportation (Transportation), the Procurement and Contracts Division of the Chief Administrative Office issued Request for Proposal (RFP) 19-918-012 for on-call structural engineering support services. Transportation has some staff skilled in the basics of structural engineering, but the need for expertise in specialty services at both the design and construction phases of the projects and the need for peer reviews make it necessary to supplement available resources. Seven (7) proposals were received and evaluated and Drake Haglan & Associates, Inc. was selected as the most qualified firm.
Transportation recommends the Board make findings in accordance with Section 3.13.030 of the El Dorado County Ordinance that it is more economical and feasible to engage an independent contractor for on-call structural engineering support services because there are specialty skills and qualifications required for the work to be performed under this agreement that are not expressly identified in County classifications and the work to be performed is not sufficient to warrant the addition of permanent staff.
