DISCUSSION / BACKGROUND:
In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designates funds to provide a broad continuum of services, including community services and supports, prevention and early intervention services, capital facilities and technology, innovation projects, and workforce training. MHSA requires county mental health programs to develop Program and Expenditure Plans every three fiscal years. On June 20, 2017, the Board adopted El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2017-18 through 2019-20 (File ID: 17-0551, Agenda Item No. 33).
