DISCUSSION / BACKGROUND
The mission of Marine Toys for Tots Foundation is to assist the U. S. Marine Corps in providing a tangible sign of hope to economically disadvantaged children at Christmas. The program collects new, unwrapped toys during October, November and December each year, and distributes those toys as Christmas gifts to less fortunate children in the community in which the campaign is conducted.

In early Fall of 2019, the Foundation contacted the County seeking assistance in identifying a location for toy storage and distribution due to the fact that the facility they had been using in prior years became unexpectedly unavailable to them. Shortly after, the Board authorized the use of 299 Fair Lane (the now dormant Juvenile Hall) with Legistar 19-1477. The location offered ample space with excellent public access and over 15,000 toys were distributed to more than 1,300 children locally. By all accounts, this was very successful for both the Foundation and local community.

The County was recently contacted by representatives of the Foundation seeking use of this space once again. While the Board recently also approved use of this space to the California Department of Forestry as related to fire protection (Legistar 20-1048, on August 25, 2020), there will be little overlap between these two groups and both have agreed to share some of the available ...
