DISCUSSION / BACKGROUND
In accordance with Board Policy Number C-17, departments are required to obtain authorization from the Board of Supervisors to utilize any contract for services that exceed $100,000. The Human Resources Department is requesting the Board approve and authorize Amendment II with Liebert Cassidy Whitmore to increase the total not-to-exceed by $30,000 for a total not-to-exceed amount of $430,000 with no change to the scope or term. This contract is set to expire on June 30, 2021.

The Contractor will provide professional legal services on an as-requested basis for the purposes of providing legal advice in employment and labor relations services as the Chief Negotiator and to provide training on various employment relations subjects.

The reason for the recommended increase in compensation is to ensure sufficient funding is available on the contract through the end of June as the County is beginning another round of bargaining unit negotiations. The secondary reason is due to the recent resignation of the Director of Human Resources, the County may need to rely on the services of Liebert Cassidy Whitmore more extensively until a permanent director is identified.

ALTERNATIVES
The Board could choose not to approve the amendment and Human Resources could find another vendor to provide professional legal services.
