DISCUSSION / BACKGROUND
On March 17, 2020 (File No. 20-0326, Item No. 27), the Board approved and endorsed the Long Range Planning (LRP) Project Prioritization Matrix for Fiscal Year (FY) 2020-21, which included the Zoning Ordinance Update project. The Board provided direction to staff under the new Zoning Ordinance Update project to initiate amendments to the following specific sections of the Zoning Ordinance: Chapter 130.36 - Signs; Chapter 130.39 - Oak Resources Conservation, Article 3; Section 130.40.130 - Communications Facilities; and Section 130.40.140 - Electric Vehicle Charging Stations, in Article 4. Subsequently, this Zoning Ordinance Update project was also endorsed in the Long Range Planning Project Prioritization Matrix for FY 2021-22 on April 13, 2021 (File No. 21-0502, Item No. 21) by the Board.

An initial step in amending the Zoning Ordinance is the adoption of the Resolution of Intention (ROI), as required by Section 130.63.020 (Ordinance Amendments and Zone Change Applications) of the Zoning Ordinance.

Following adoption of the ROI, LRP staff, in collaboration with a consultant, will prepare public review drafts of the proposed amendments and proceed with preparation of all necessary documentation and environmental review as required by the California Environmental Quality Act. Following preparation of the environmental documents, LRP staff will schedule public hearings with the Planning Commission to receive public comments, review applicable environmental documents, and forward recommendations to the Board for consideration at the final adoption hearing(s).
