DISCUSSION / BACKGROUND
Two large utility projects have come to the attention of Transportation. The first is a Pacific Gas & Electric (PG&E) fire safety project which will place overhead electrical infrastructure underground along a portion of Sly Park Road between Pollock Pines and Pleasant Valley. The second is a large project by El Dorado Irrigation District (EID) that will install new water infrastructure under Blair Road in Pollock Pines. Both projects are expected to last approximately six (6) months, and both projects will require an inspector to be present full-time.

The Board approved an as-needed agreement with HDR Construction Control Corporation (HDR) on April 9, 2019 (Legistar 18-1831, Item 17) to provide on-call construction support services in the amount not to exceed $900,000 for a three-year period beginning April 9, 2019. Transportation's in-house encroachment permit staff is more than fully tasked with dozens of other active permits for utility work between Pollock Pines and El Dorado Hills that require daytime and night time inspection, and will rely on this contract for inspection services for these large projects. It is estimated that the cost of these inspection services is approximately $450,000.

As directed by the Board of Supervisors on March 27, 2007 (Legistar Item #07-534), task orders exceeding $250,000 must be submitted to the Board for approval prior to task order execution. At $450,000, this task order exceeds the threshold and requires Board approval. There is no addition necessary to the not-to-exceed amount of the agreement.
