2) Authorize advertisement for construction bids; and

3) Adopt and authorize the Chair to sign Resolution 182-2021 authorizing the Department of Transportation Director the delegated authority to approve a temporary road closure of Mosquito Road for up to seventy (70) calendar days per construction season.

DISCUSSION / BACKGROUND

The Mosquito Road Bridge at South Fork American River Project (Project) will replace the existing Mosquito Road Bridge with a new segmental box girder bridge over the South Fork American River on Mosquito Road.  The Project includes the construction of temporary access; the foundation construction of cast-in-drilled-hole (CIDH) concrete piles, optional micropiles, sub-structure, and super-structure bridge work; the construction of tie back, soil nail, soldier pile, and reinforced concrete retaining walls; and grading, paving, and drainage system improvements for the re-aligned approach roadway. The Project duration is 580 working days and is anticipated to be complete by winter 2024.

 

The Project will maintain traffic along Mosquito Road during most of the construction of the bridge and close the road during school summer break for a maximum of seventy (70) calendar days per year. The purpose of the closures are to construct the roadway approach tie-ins to the existing Mosquito Road, intermittent closures for deliveries of large equipment and materials, and intermittent closures as needed for public safety.  The road closure durations and location will be of similar implementation with previous annual Mosquito Bridge maintenance closures.

 

During the construction phase, the Department of Transportation (Transportation) will provide updated notifications to affected County personnel, emergency services, schools, transit, public, etc., using extensive outreach efforts to prepare for a road closure in their area. Notice is provided to the traveling public at least two (2) weeks in advance through construction signage, changeable message signs, or a combination of both on local roads in each direction of the closure.  Website notices and press releases are also posted at least two (2) weeks in advance of the closure.  Initial outreach efforts have been performed to ensure conflicts associated with the road closure are minimized.  Initial notifications were sent to affected County personnel, emergency services, schools, transit, etc., via email on November 3, 2021, which included a Road Closure Memo, a detour route exhibit, and alternate emergency evacuation route exhibit.  No concerns were received during this initial response period.  A follow up to the initial notifications will be sent out via email.

 

Due to federal funding, both California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) compliance are required.  On August 8, 2017, Item 27, Legistar 17-0725, the Board certified the Final Environmental Impact Report (FEIR), adopted the Mitigation Monitoring and Reporting Plan, adopted the Findings of Fact, approved the Project as described in the FEIR, and authorized Transportation to proceed with filing the CEQA Notice of Determination.  A CEQA Notice of Determination for the FEIR was filed on August 9, 2017.  A California Department of Transportation (Caltrans) NEPA Categorical Exemption/Categorical Exclusion Determination was issued on September 5, 2017 for the Project.

 

All environmental permits have been received for this Project.

 

All required right of way has been acquired for the Project.

 

A High Cost Project Agreement (Agreement) is needed for the Project that specifies the County will use local funds in lieu of federal funds to finance the cost of work until the time that the federal funds become available. Transportation is awaiting funding authorization (E-76) for the initial $16.3 million for the first year and will receive an additional $20 million in funding for federal fiscal year 22/23 and 23/24, with the remaining $14.2 million in federal fiscal year 24/25. On February 23, 2021, Item 29, Legistar 20-0914, the Board approved the Director of Transportation to sign the Agreement and the Agreement was signed on March 2, 2021.

 

Transportation is requesting authorization to proceed under advance construction procedures (AC). With AC authorization, local funds are used to perform work eligible for future federal reimbursement until construction funding can be obligated for the current year. Transportation received the $70.5 million AC E-76 for this Project on September 1, 2021. The E-76 for the initial $16.3 million will be received before construction begins.

 

The Contract Documents include all required federal provisions and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements.  The DBE goal is 14%.

 

ALTERNATIVES

1) The Board could choose not to approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) The Board could choose not to authorize advertisement for construction bids.  Transportation will make any changes requested by the Board and return at a later date.

3) The Board could choose not to adopt the Road Closure Resolution. Transportation will make any changes requested by the Board and return at a later date.

 

PRIOR BOARD ACTION

On August 16, 2016, Item 25, Legistar 16-0629, the Board adopted the Draft Feasibility Study for Public Access to the South Fork of the American River at Mosquito Road Bridge.

 

On August 8, 2017, Item 27, Legistar 17-0725, the Board certified the Final Environmental Impact Report.

 

On December 10, 2019, Item 47, Legistar 19-1702, the Board received a presentation regarding the latest Project design and adopted the Addendum to the Final Environmental Impact Report.

 

On February 23, 2021, Item 29, Legistar 20-0914, the Board approved the High Cost Project Agreement with Caltrans for the Project.

 

On August 10, 2021, Item 23, Legistar 21-1180, the Board awarded the RFP to the Consultant.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

 

FINANCIAL IMPACT

The total estimated cost for the Project’s construction is $70,500,000, which includes construction items of work, construction management, inspection, materials testing, and contingencies.

 

There is no financial impact or change to net County cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk will forward the original signed Plan set to Transportation, Fairlane Engineering, attention Matt Smeltzer.

 

TRANSPORTATION FOLLOW UP ACTIONS

Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
