Sheriff's Department recommending Chairman and Sheriff be authorized to sign the Amendments to Cooperative Law Enforcement Agreement 08-LE11051360-002 with the United States Department of Agriculture, Forest Service, Eldorado National Forest and Lake Tahoe Basin Management Unit in the total amount of $36,000 for a term beginning on October 1, 2009 to September 30, 2010 for Operations, and beginning September 30, 2010 for Patrol, to provide funding for Patrol and Operations in the Eldorado National Forest.

Fiscal Impact/Change to Net County Cost: None. Services are provided by deputy sheriffs working a regular schedule and/or overtime and the revenue from this agreement pays for the actual costs. The Sheriff's FY09/10 operating budget includes these revenues and associated expenditures.
Background: The Cooperative Law Enforcement Agreement between the El Dorado County Sheriff and the US Forest Service outlines the broad general parameters of the working relationship between the two agencies for the enforcement of State and local laws as related to the administration and regulation of National Forest Service lands. It is typically renewed every five years or at the request of the Forest Service and was last renewed on 04/09/2003.
Reason for Recommendation: The Cooperative Agreement provides funding for patrols in the El Dorado National Forest in an amount not-to-exceed $26,000 and patrols in the Lake Tahoe Basin in an amount not-to-exceed $5,000, and operations in an amount not-to-exceed $5,000.
Action to be taken following Board approval: The Chair and the Sheriff will sign the Cooperative Agreement and Sheriff's staff will forward the agreement to the US Forest Service for signature.
