Fiscal Impact/Change to Net County Cost: No change to Net County Cost.
 
Background: On March 29, 2005, the County approved and signed Resolution # 071-2005 adopting the El Dorado County Multi-Jurisdictional Hazard Mitigation Plan. Effective November 1, 2004, a mitigation plan approved by Federal Emergency Management Agency (FEMA) and California Emergency Management Agency (Cal EMA) was required from any community that wished to obtain funding from the Hazard Mitigation Grant Progam, or the Pre-Disaster Mitigation Program to reduce potential damages. The Plan is to be updated every 5 years. The County's update is due in 2010.
 
An additional element is required for Hazard Mitigation Plans adopted in 2010. That element is that the County's Multi-Juridsictional Hazard Mitigation Plan has to be included in the Safety Element of the General Plan adopted pursuant to subdivision (g) of Governmental Code Section 65302. This requirement has been met in the updated document.
 
Reason for Recommendation: To allow the County to apply for funding for natural hazard mitigation projects, and to qualify for disaster assistance funds in the event of a countywide disaster, by having a Cal EMA and FEMA approved Plan.
 
Action to be taken following Board approval: This resolution and Hazard Mitigation Plan will be forwarded to Cal EMA for review, and FEMA for review and approval.
