Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with G&G Builders, Inc. for the provision of services to support the building and development of a congregate Navigation Center with an emergency shelter component, provided under Agreement 6775 because due to the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff;
2) Find that the Navigation Center project is necessary to respond to an emergency to protect and enhance public health and safety and that the emergency will not permit a delay resulting from a competitive solicitation for bids, and waive competitive bidding in accordance with Public Contract Code Section 22050 for contracts associated with the design and construction of the Navigation Center Project in order to address the emergency shelter crisis (4/5 vote required) [bold text is additions and strikethrough is deletions];
3) Approve and authorize the Chair to sign Agreement for Services 6775 with G&G Builders, Inc., in an amount not to exceed $3,659,010.71;
4) Direct the Chief Administrative Officer to contact the City of Placerville requesting a City contribution of American Rescue Plan Act funding to cover a funding shortfall of approximately $287,500, and return to Board with recommendations no later than August 23, 2022, on funding options; and
5) Authorize the HHSA Director, or HHSA Agency Chief Fiscal Officer, to administer said agreement, including plan set approvals, and subsequent amendments that do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management, and to further authorize the Director of HHSA or the HHSA Agency Chief Fiscal Officer to execute any required fiscal and programmatic reports.
