DISCUSSION / BACKGROUND
The Carson Creek Unit 1, TM04-1391 project (Project) is owned by Lennar Homes of California, Inc. (Developer), and is a part of the Carson Creek Specific Plan. The Project includes improvements to Carson Crossing Road in El Dorado Hills in addition to its on-site improvements and internal private roads. In service of the Condition of Approval and the Offer of Dedication as made on the Final Map for the Project, Transportation seeks to accept Carson Crossing Drive into the County’s Maintained Mileage System.

On February 8, 2008, the Planning Commission approved the Project and its Conditions of Approval (Conditions). The Conditions were subsequently revised by the Planning Director on January 31, 2014, and August 6, 2014. The final Conditions for the Project included Condition 42 as follows:

“The County shall accept the offer of Carson Crossing drive and it is in the County maintenance program. Therefore, remove requirement for maintenance by a [County Service Area/Zone of Benefit] CSAZOB or appropriate entity with the filing of the final map.”

To satisfy this condition, the owner’s statement on the cover sheet of the Large Lot Final Map for Unit 1-Phase A of the Project, as approved by the Board of Supervisors on August 5, 2014 (Item 9, Legistar 14-1046) and recorded at Book J of Subdivisions at Page 135 et seq, includes both an offer of dedication by the Developer and corresponding acceptance by the Board, and a Zone of Benefit was not established for maintenance of Carson Crossing Drive.
