Reason for Recommendation:
The Department of Housing and Urban Development (HUD) requires all Public Housing Authorities (PHAs) to develop and maintain two plans for the operation and administration of the Housing Choice Voucher (HCV) Program. The PHA Agency Plan addresses all aspects of the overall operation of the HCV Program, and the PHA Administrative Plan establishes policies that conform to HUD regulations.
 
El Dorado County Public Housing Authority Agency Plan:
 
Historically, HUD has required all PHAs to submit an updated Annual Agency Plan to provide the residents of the jurisdiction over which the PHA presides, with knowledge of the PHA's long-term and short-term goals and objectives.  The Plan identifies policies, rules and standards that govern program participation and management.  Title VII of the Housing and Economic Recovery Act of 2008 (HERA), passed by the United States Congress on July 28, 2008, establishes certain exemptions to the annual submittal requirement under sections 2701 and 2702 of the Small Public Housing Authorities Paperwork Reduction Act.  A PHA determined to be exempt from the required Annual Agency Plan update and submittal must (1) have fewer than 550 vouchers or units, (2) not be designated as a troubled PHA and (3) not have a failing score under the Section 8 Management Assessment Program (SEMAP).  The El Dorado County Public Housing Authority (EDCPHA), which currently has 374 vouchers, has been designated a 2009 high performing PHA and is therefore exempt from the requirement to submit an updated Annual Agency Plan.  The Five-Year Agency Plan, required of all PHAs is due this year.  Because of the EDCPHA's high performer designation, only Items 1.0 through 5.2 of the Five-Year Plan are required.
 
El Dorado County Public Housing Authority Administrative Plan Amendment:
The Board adopted a local Administrative Plan establishing policies for the Public Housing Authority on September 12, 1995. The Administrative Plan must be amended on an annual basis to keep the Plan consistent with changes initiated at the Federal level and reflect any local policy changes. Current changes to the Administrative Plan reflect minor HUD regulatory changes made during the past year.
 
Family Self-Sufficiency Program Action Plan Update:
The Family Self-Sufficiency (FSS) Program, as a component of the Housing Choice Voucher Program (HCV) was established in the 1990's to provide HCV participants the opportunity to gain independence through the achievement of specific goals.   A Family Self-Sufficiency Action Plan was required in order to receive administrative funding for the FSS Coordinator position.  The Plan requires periodic updating to remain current with HUD regulations and employment programs and services offered by the County.
 
Submittal of the Five-Year Agency Plan and the amended Administrative Plan, along with the PHA Civil Rights Certification and PHA Certifications of Compliance with PHA Plans and Related Regulations to HUD brings the EDCPHA up to date in all aspects of administering the HCV Program.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services - Spring Street, with one (1) Certified Resolution; two (2) copies of the Civil Rights Certification signed by the Chair; and two (2) PHA Certifications of Compliance with PHA Plans and Related Regulations for submittal to HUD with the Five-Year Plan and Admin Plan Update.
