Fiscal Impact/Change to Net County Cost: No change. There are no costs associated with the approval of this Plan.

Background: The Department of Human Services (Department) receives California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG) program funding for the provision of the housing rehabilitation loan program. HCD requires that the housing rehabilitation program guidelines include a Residential Anti-Displacement and Relocation Plan (Plan) that must be reviewed and approved by both HCD and the County. HCD has approved the Plan included in the program guidelines pending a public hearing and resolution from the Board of Supervisors.

Reason for Recommendation: The Housing and Community Development Act of 1974, as amended, and the National Affordable Housing Act of 1990, require all grantees of CDBG or HOME Investment Partnerships (HOME) funds to follow a written Plan for any activities that could lead to displacement of occupants of property receiving funds from these or other federal funding source.
