Probation Department recommending the Board:
1) Accept grant funding per Award Letter dated September 26, 2023, in accordance with Board Policy A-6, in an amount of $106,770 from the US Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP);
2) Delegate authority to the Chief Probation Officer, on behalf of El Dorado County, to execute retroactive grant Agreement #15PJDP-23-GG-04329-EPJX, FENIX Agreement 8274 for a term of October 1, 2023, through September 30, 2025;
3) Delegate authority to the Chief Probation Officer, or Chief Fiscal Officer, to execute any assurances or certifications, and any modified assurances or certifications pertaining to the Agreement, contingent upon County Counsel approval;
4) Authorize the Chief Probation Officer, or Deputy Chief Probation Officer, to administer any subsequent administrative documents, including required fiscal and programmatic reports, and any extensions or amendments thereof which would not increase net county cost, upon County Counsel approval;
5) Approve the addition of one (1) vehicle with upfit to Probation’s Fiscal Year 2023-24 Fixed Asset list at $79,634; and
6) Approve the attached Budget Transfer in the amount of $213,540 to increase revenues and expenditures. (4/5 vote required)
FUNDING: 100% grant funded through the 2023 OJJDP FY2023 Juvenile Justice Emergency Planning Demonstration Program for Juvenile Justice Residential Facilities.

DISCUSSION / BACKGROUND:
Beginning June 6, 2023, the US Department of Justice (US DOJ) solicited proposals for support of emergency planning for state, local, and Tribal juvenile justice residential facilities. Funding is to be used for planning and facilitating meaningful engagement with youth, their families and communities, and establishing that those activities and strategies are prioritized in any emergency planning effort. Funding may cover costs associated with providing for the safety and well-being of youth and staff in juvenile justice residential facilities during the course of an emergency, as the safety and well-being of youth and staff is paramount. Any plan must ensure that youth residing in a facility can maintain meaningful contact with family and supportive members of their community during an emergency. The Probation Department (Probation) submitted an application on August 7, 2023.
Probation received an award letter dated September 26, 2023, for the 2023 OJJDP FY2023 Juvenile Justice Emergency Planning Demonstration Program for Juvenile Justice Residential Facilities in the amount of $106,770. Per US DOJ, the Project and Budget Period is October 1, 2023, through September 30, 2025, resulting in retroactive status of this grant award. Acceptance of the grant award funding was scheduled for a Board date as soon as practicable after award notification.
Probation proposes to use the funding for establishment of a Youth and Family Advisory Council, provision of essential equipment and resources to enhance the experience and outcomes of justice-involved youth during environmental emergencies, and support to cater to the human needs of justice-involved youth, their families, and staff before, during, and after environmental emergencies.
ALTERNATIVES:
Should the Board decline to approve the grant funding, the County would not be provided the funding identified for El Dorado County.

FINANCIAL IMPACT:
There is no General Fund impact or increase to Net County Cost. Grant revenue is provided through the OJJDP FY2023 Juvenile Justice Emergency Planning Demonstration Program for Juvenile Justice Residential Facilities.

The Clerk of the Board will obtain the Chair's signature on the original Budget Transfer and will forward the Budget Transfer to the Auditor/Controller for processing.
