Health and Human Services Agency, Public Housing Authority, recommending the Board:

1) Accept funding awarded by the United States Department of Housing and Urban Development in the amount of $10,336 with a one year term, and including a match requirement of $2,584 that will be met through existing grant funding received by the Housing and Homelessness program;

2) Authorize the Director of Health and Human Services Agency to execute the funding agreement, contingent on approval by County Counsel and Risk Management;

3) Authorize the Director of Health and Human Services Agency, or the Chief Fiscal Officer, to administer any agreement or subsequent administrative documents related to said award, including any required fiscal and programmatic reports as well as any amendments to the agreement that do not increase the total award amount, contingent upon County Counsel and Risk Management approval; and

4) Approve and authorize the Chair to sign the attached Budget Transfer Request increasing revenue and appropriations by $10,336 due to an award of Federal funding Grant Number CA1870L9T251900 to the Public Housing Authority. (4/5 vote required)

DISCUSSION / BACKGROUND:

On March 13, 2020, the El Dorado County Public Housing Authority received notification from the U.S. Department of Housing and Urban Development (HUD) that the project application for funding for the Fiscal Year 2019 Continuum of Care (CoC) Program was selected for funding of $10,336. This funding carries with it, a required match of $2,584, which will be met with other grant  funds. The proposal submitted for this funding specifically solicited funds for the purpose of funding technical assistance, training, and planning for the CoC.

 

Because of conditions placed on the funding by HUD, the funding agreement for this award was not received by the County until August 27, 2020, at which time staff immediately began preparing for the next appropriate Board agenda.

 

These funds will be used to support the El Dorado Opportunity Knocks CoC, in improving the CoC's strategic planning efforts as well as building the knowledge and administrative capacity of its members. The El Dorado County Public Housing Authority serves as the Collaborative Applicant for the CoC, as designated by the CoC, as well as the Administrative Entity, as a part of the Health and Human Services Agency. In this role, the Public Housing Authority, through HHSA, submitted the application for funding on behalf of and in support of the CoC.

 

Health and Human Services Agency (HHSA) is recommending the Board approve the Chair to sign the attached Budget Transfer Request (BTR) (Attachment A) to increase revenue and appropriations by $10,336. 

 

ALTERNATIVES:

Disapproval of this Budget Transfer Request will delay the ability of HHSA to accept and begin using this funding.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  The required match of $2,584 will be met using grant funding received by the Housing and Homelessness Program.

 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on the attached Budget Transfer Request; and

2) Submit the BTR to the CAO office for further processing.
