DISCUSSION / BACKGROUND

The attached staff memo (Attachment A) includes proposed project priorities for Fiscal Year (FY) 2021-22, Long Range Planning (LRP) ongoing activities, and staff resources. Exhibited within Attachment A is the proposed Project Prioritization Matrix for FY 2021-22.

 

ALTERNATIVES

The Board could choose to direct staff to modify the Matrix to better reflect the Board’s current priorities; or the Board could choose not to endorse the Matrix.

 

PRIOR BOARD ACTION

On February 24, 2015, the Board endorsed Long Range Planning’s first project prioritization matrix that set priorities for County-initiated land use, housing, transportation, and stormwater projects/programs managed by LRP (2/24/2015 Board Agenda Item 47, Attachment 6E).  Subsequent updated LRP work plans were presented to the Board on the following agenda dates:  (2/9/2016, Item 23; 2/28/2017, Item 31; 11/7/2017, Item 36; 6/12/2018, Item 34; 3/4/2019, Item 20; and 3/17/20, Item 27).

FINANCIAL IMPACT

Funding for the proposed project priorities listed in the staff report (Attachment A) and on the Project Prioritization Matrix will be requested in the FY 2021-22 Budget and is included in part in the FY 2020-21 Budget.

STRATEGIC PLAN COMPONENT

Long range planning efforts regarding land use and housing support the County’s Strategic Plan goals of Good Governance, Healthy Communities and Economic Development.  As shown on the Long Range Planning Project Prioritization Matrix, most of the Long Range Planning projects support Good Governance by meeting State mandates or General Plan requirements. Housing projects support Healthy Communities by providing mechanisms to achieve sufficient and attainable housing for all El Dorado County residents.  The provision of more ranges of housing options also supports Economic Development by improving the jobs to housing balance.
