DISCUSSION / BACKGROUND:
The El Dorado County (EDC) Public Housing Authority (PHA) is a legal entity established under the Health and Human Services Agency (HHSA). The HHSA PHA operates under federal guidelines from the United States Department of Housing and Urban Development (HUD) to provide a rental subsidy assistance program called the Housing Choice Voucher (HCV) Program.
