1) Approve a request from Placerville and Sacramento Valley Rail Road to run an excursion train to Latrobe for the Pancake Fundraiser Breakfast on June 30, 2013 and July 28, 2013;
2) Direct staff to return to the Board on July 30, 2013 to discuss the Board's past action on the Sacramento - Placerville Transportation Committee (SPTC) and develop a plan for moving forward.

Background
On March 28, 2011, the Board of Supervisors passed a resolution eliminating rail use on segment 1 of the Sacramento Placerville Transportation Corridor (SPTC).  On March 11, 2013, the Board received an email from Jack Henry of Placerville & Sacramento Valley Rail Road requesting permission to run an excursion train on the last Sunday of the month to the town of Latrobe for the Pancake Fundraiser Breakfast through December 31, 2013.  The Chief Administrative Office, Parks Division, put the request to run an excursion train item on the agenda for Trails Advisory Committee and the SPTC Oversight Committee on May 13, 2013.  Both committees recommended approval.  The item was also put on the agenda for the Parks and Recreation Commission on May 16, 2013, and the Commission also recommended approval.  
 
Based on the Board requesting a report on the SPTC, staff is recommending the Board approve the excursion train through August 4, 2013.  The Board would recognize the committees and Park and Recreation Commission recommendation to operate the excursion train and allow staff to prepare a report on the past actions taken by the Board and developing a plan to move forward on the SPTC.
 
Reason for Recommendation
Staff recommends the Board approve an excursion train to operate the Pancake Fundraiser Breakfast on the last Sunday of the month through August 4, 2013, which modifies the Trails Advisory Committee, SPTC Oversight Committee and the Parks and Recreation Commission recommended approval.
 
Action(s) to be taken following Board approval
1) Parks staff will prepare an operating plan for the corridor use to be submitted to the California Public Utilities Commission (CPUC).
2) Parks staff to issue an access acknowledgement permit outlining the operations and a right of entry permit to Placerville & Sacramento Valley Rail Road.
3) Parks staff to return to the Board on July 30, 2013 to discuss the Board's past action on the SPTC and develop a plan for moving forward.
