Community Development Agency (CDA), Administration and Finance Division, recommending the Board take the following actions pertaining to the Placerville Airport - Crack Seal and Remark Runway 5-23, Taxiways, Aprons and Taxilanes Project, Contract PW 15-31096, CIP 93129, P&C 044-C1699:

1) Approve and authorize the Chair to sign the Notice of Acceptance with Maxwell Asphalt, Inc.; and

2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from CDA’s Administration and Finance Division after the one-year (1-year) guarantee period.

 

DISCUSSION / BACKGROUND

The contract for the Placerville Airport - Crack Seal and Remark Runway 5-23, Taxiways, Aprons and Taxilanes Project (Project) was approved by the Board on September 1, 2015 (Item 15).  Construction was substantially completed on May 19, 2016.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period, and return of retention monies.  Recordation of the Notice of Acceptance will also start the one-year (1-year) time frame for releasing the Payment and Performance Bonds to the Surety.

There was one Contract Change Order on the Project.  Based on its experience at similar airports throughout the region, the Contractor, Maxwell Asphalt, Inc., requested a no cost material substitution to treat the 1” to 2” cracks on the Project.  The request was evaluated by CDA’s airport engineering consultant and the Federal Aviation Administration (FAA) and concurrence was given that using Nuvo Gap product may be an equal to or better alternative to treat the 1” to 2” cracks on the Project.  The Nuvo Gap product uses approximately 50% of a polymer modified asphalt binder combined with specially engineered aggregates.  This type of product may reduce the occurrence of Foreign Object Debris on Placerville Airport’s pavements.  Due to the increase in material cost, but decrease in labor cost, the material change resulted in no additional cost to the Project.

 

The costs listed in the Direct Construction Cost Summary above are estimates.  CDA will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed CDA’s allocated authority will be brought back to the Board for review and approval in a subsequent agenda item.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  The anticipated direct construction cost is less than the direct construction budget established by the Board.  The Project was included in the adopted 2015 Capital Improvement Program, with funding provided by a FAA Grant (90%), a State of California Division of Aeronautics Grant (4.5%), and Accumulated Capital Outlay Funds (5.5%).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Following signature by the Board Chair, the Clerk of the Board will send the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to CDA’s Administration and Finance Division.

2) One (1) year after the recordation of the Notice of Acceptance, CDA’s Administration and Finance Division will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Payment and Performance Bonds to the Surety.
