DISCUSSION / BACKGROUND
On March 8, 2016, the Board authorized the close of escrow for property designated for the Public Safety Facility Project. The El Dorado Irrigation District (EID) shall provide the water and wastewater services for the property once complete.
EID requires the Service Application to be signed to begin that process at an estimated cost of $420,777. This fee establishes the necessary utility connections to provide water and waste water services. To ensure the County secures favorable ongoing rates this fee needs to paid to EID by January 31, 2019. The Division requests the Board authorize the Purchasing Agent to sign this Service Application.
The Division shall return to the Board at a later date to seek approval concerning the easement requirements.
ALTERNATIVES
The facility will require water and wastewater services to be functional. If this agreement is not approved, water and wastewater services will not be available at the site and construction progress will be delayed.

FINANCIAL IMPACT
