DISCUSSION / BACKGROUND:

The Senior Community Services Employment Program (SCSEP) is a federal program that places older Americans (age 55+) with non-profit or public agency temporary, on-the-job training positions, to gain the skills and experience necessary to obtain permanent, unsubsidized employment.  Participants receive an hourly stipend through the SCSEP, but are not employees of either County of El Dorado as the host agency or the AARP Foundation.  Workers’ Compensation coverage is provided by the AARP Foundation.  In accordance with County and Health and Human Services Agency (HHSA) policy, HHSA will perform any necessary background checks on SCSEP participants prior to being assigned to HHSA sites.

 

HHSA has been a host agency since 1995.  From 1995 to 2002 the SCSEP program was administered by California Green Thumb.  In 2002 AARP began administering the SCSEP for El Dorado County.  HHSA has participated in the SCSEP Host Agency Agreement with AARP annually for multiple locations since 2002.  Historically the Board has delegated authority to the HHSA Director and other designees to execute similar SCSEP boilerplate agreements, as referenced in the Prior Board Actions below in 2009, 2010, and 2011.

 

The 2013 AARP Foundation Agreement was submitted to HHSA in late June 2013 with significant language changes.  The non-financial Agreement complies with Board of Supervisor’s Policy C-18, and was presented to the Board for approval on the advice of County Counsel.  The Board authorized the Chief Administrative Officer or designee to execute further documents relating to AARP Foundation, and annually since then, the CAO or designee has executed the multi-location agreements with AARP after approval by County Counsel and Risk Management.

 

The current non-financial SCSEP Host Agency (HA) Agreement remains unchanged from the County Counsel and Risk Management approved 2017 and 2018 Agreements, and was initially reviewed and approved by both County Counsel and Risk Management on March 28, 2018 and May 15, 2018.  County Counsel reviewed and approved again on May 10, 2019.  In keeping with technological advancements, AARP now requires Host Agencies to enter into the Agreement for each location through their Host Agency Agreement Renewal System (HARS), attached hereto as Exhibit A. 

 

Upon Board approval, HHSA Department Director, or designee(s) from program(s) that wish to participate will be authorized to enter into location specific SCSEP agreements for a term of one year via the HARS.  The individual entering into a SCSEP Agreement on behalf of the HHSA program will also act the Contract Administrator. 

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would require the CAO or designee to enter into SCSEP agreements online annually on behalf of each participating HHSA location.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no cost, including Net County Cost, associated with this program.  Participant earnings and Workers’ Compensation are paid by the AARP Foundation Senior Community Services Employment Program (SCSEP).  The SCSEP is federally funded under Title V of the Older Americans Act. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on one (1) original Resolution.

2) Clerk of the Board to return one (1) certified copy of the Resolution to the HHSA Contracts Unit at 3057 Briw Road.
