DEPARTMENT RECOMMENDATION
With the new roadway alignment of Sienna Ridge Road complete, the remaining segment of Sienna Ridge Road (now referred to as old Sienna Ridge Road or old Bass Lake Road) is the subject of this General Vacation process, as the old roadway is deemed unnecessary for public use and can be vacated.
 
The Community Development Agency, Transportation Division (Transportation) reviewed the General Vacation request to vacate and has no objection to the proposed abandonment. Transportation recommends the Chair sign the Resolution of Intent to Vacate and requests the Board establish June 9, 2015 at 9:00a.m. as the date and time for the General Vacation public hearing to consider vacating said portion of old Sienna Ridge Road (old Bass Lake Road) and permit Transportation to publish and post notice of the hearing in accordance with the requirements of Street and Highways Code.
 
DISCUSSION / BACKGROUND
On May 19, 2015 (item 20) the Board approved Resolution of Intent to Vacate a portion of Old Sienna Road and set the public Hearing for June 9, 2015.
 
In April 13, 2010, the Board approved tentative map Z08-0031/PD08-0019/TM08-1479/Serrano, and placed additional Conditions of Approval on the developer, including construction of a new Sienna Ridge Road connection between Serrano Parkway and Bass Lake Road (Item No. 27). On July 24, 2014, the developer dedicated to the County the necessary new road improvements and rights of way, satisfying items #16, 17 and 18 of the Conditions of Approval (by Resolution #104-2014 and IOD# 2014-03). The County subsequently accepted the completed improvements into the Road and Maintenance system on September 30, 2014 (Item No. 7). For review, Conditions of Approval are attached hereto, as Exhibit D.
 
As required within the Conditions of Approval, the developer submitted an application for the vacation of the unused segment of Sienna Ridge Road (old Bass Lake Road) in October 2014. Transportation reviewed the documentation, determined that the old roadway segment is unnecessary and received written comment from the El Dorado County Sherriff, California Highway Patrol, El Dorado Hills Fire Department, El Dorado Irrigation District, United States Postal Service, AT&T, Comcast and PG&E, indicating they also have no objection to the proposed general vacation.
 
Pursuant to Section 8313 of the Streets and Highways Code, and Section 65402(a) of the Government code, prior to the Board of Supervisors vacating a street or highway, the agency shall determine whether the vacation is consistent with the County General Plan. The County's Planning Commission conducted a hearing on March 12, 2015 (Item No. 2) to consider this issue. At the conclusion of the public hearing, the Planning Commission voted unanimously that the proposed vacation is consistent with the General Plan.  The approved Planning Commission agenda item 10-0298v2 is attached hereto, as Exhibit E.

CAO RECOMMENDATION
CAO recommending the Board adopt and authorize the Chair to to sign the resolution of intent to vacant to referenced property and set a public hearing for June 9, 2015.
 
FINANCIAL IMPACT
The subject tentative map was conditioned to construct new Sienna Ridge Road and subsequently request that the County vacate the old, unused segment of Sienna Ridge Road.  As the old roadway segment is not usuable to the County or associated agencies, there is no financial impact from adopting the proposed Resolution of Intent to Vacate.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair's signature on the Resolution of Intent to Vacate a portion of old Sienna Ridge Road (APN#123-570-03).
2) The Clerk of the Board will return one (1) copy of the fully executed Resolution of Intent to Vacate to Transportation for final processing.
