DEPARTMENT RECOMMENDATION
Community Development Agency, Housing, Community and Economic Development Program, recommending the Board conduct a public hearing to receive and accept the close out of the Community Development Block Grant (CDBG) 13-CDBG-8935, Economic Development and Community Development Allocations.
DISCUSSION / BACKGROUND
The Housing, Community and Economic Development (HCED) Program, under the Community Development Agency, Long Range Planning Division, administers CDBG grants, Home Investment Partnership Program grants, and other state and federal program grants on behalf of the County, to assist eligible low-income residents and workers in the unincorporated area of the County.
On February 25, 2014 (Item 21), the Board accepted the grant award for CDBG 13-CDBG-8935 in the amount of $1,060,000, through the contract term ending September 30, 2016. The Homeownership Loans, Microenterprise Technical Assistance and Business Assistance Loan, and Housing Rehabilitation Loan Program activities authorized and funded by the CDBG Grant have been completed.
The California Department of Housing and Community Development (HCD) requires that the Board of Supervisors, as the governing board, conduct a public hearing to advise the public of grant accomplishments. Following Board acceptance, HCED staff will submit the close out documents to HCD within 90-days of the Grant expiration date of September 30, 2016.
PROGRAM ACCOMPLISHMENTS
The County received clearance from HCD to begin grant activities in September 2014. Since that time, the HCED program has completed five first-time homebuyer loans, two housing rehabilitation loans, and assisted twelve business owners by providing 171 hours of business counseling resulting in the creation and/or retention of ten jobs. These loans and services utilized over $700,000 in Grant funds and program income.
DISENCUMBERED FUNDS
State and federal regulations require that the County expend any program income prior to requesting grant funds. Program income is the gross income received by the County that was generated from the use of CDBG funds, typically received as loan repayments plus interest. After expending the County’s program income and receiving about $159,500 in CDBG Grant funds, there is a total balance of $822,853 in Grant funds to be disencumbered with the State.
